Northvale Police arrest woman on prostitution charges after investigation of spa

NORTHVALE — Police arrested a New York woman on a count of prostitution during an undercover investigation of a massage parlor, authorities said.
Comfortable Spa Inc., at 140 Paris Ave., was operating as a massage parlor and day spa. Investigators from the police department and the county prosecutor’s office began the undercover operation after receiving several anonymous complaints of suspicious activity, the police department said in a statement.
Meihua Zhang, 39, of Flushing, N.Y., was charged with one count of prostitution on Wednesday. She was taken to the Bergen County Jail on a U.S. Immigration and Customs Enforcement warrant, said Police Chief Vincent St. Angelo.
The borough building official suspended the business’ certificate of occupancy, and the investigation into the business remains ongoing, St. Angelo said.

Authorities raid alleged illegal massage parlor in Ridgewood

An alleged illegal massage parlor was raided by the Ridgewood Police Department and the Bergen County Prosecutor’s Office on Tuesday afternoon, resulting in one arrest, authorities said.
According to Ridgewood Police Chief John Ward, the parlor was operating out of the second floor of the building at 553 N. Maple Ave. Sometime after 1 p.m., officers conducted a search of the premises. Six Ridgewood police officers, including Ward, responded to the scene, in addition to investigators from the prosecutor’s office. Officials from the Ridgewood building and fire departments were summoned to the scene as well to document and verify all violation citations.
The operation was the result of more than two months of joint investigation between the Ridgewood Police Department and the Special Investigations Unit of the Bergen County Prosecutor’s Office, including surveillance and undercover operations, Ward said.

Newark Police Director Samuel DeMaio has placed six police officers involved in the Sept. 28 operation that targeted a massage parlor on administrative duty.
A police report obtained by The Star-Ledger of Newark says the undercover officer paid a woman, stripped to his underwear and touched himself while he fondled her. Police then moved in and arrested the woman and another on charges of promoting prostitution.
DeMaio told the newspaper the department doesn’t have any procedures for conducting undercover vice operations. DeMaio says he’ll review and approve all future stings.

The vice squad in Newark is getting some additional rules and training after a massage parlor sting went all kinds of wrong (or way too right). According to a police report, an undercover officer was asked by a young woman if he wanted a “full massage,” and then played the part of a john too convincingly, grabbing at the woman and touching himself until she was arrested on prostitution charges. (He declined her more aggressive sexual advances, telling her he was “new to this.”) “There is no department protocol in place for what to do in an undercover vice operation. And that’s what we’re going to change,” said Police Director Samual DeMaio. “Looking at it, certainly, there’s no bad intentions here on [the officer’s] part. I just don’t think he was prepped properly.” But it sounds like he knew exactly what he was doing.

NEWARK — When the Newark undercover vice officer entered the massage parlor on Bloomfield Avenue, he was supposed to be setting up a sting to bust a suspected prostitution ring.
The woman inside asked him if he wanted a massage. When the officer said yes, she asked him to take off his clothes. He complied, stripping down to his underwear, according to a police report.
But when she asked him if he wanted a “full massage,” what happened next set off series of events that has forced a change in the way the department handles undercover operations.

And that’s why Lodi Police Chief Vincent Caruso ordered an officer to ticket his wife when she double-parked while dropping off their 5-year-old son at school on Tuesday. The chief paid $54 to make sure no one could say his wife was above the law.
So we admire his principles. And his courage.
How are things at home, chief? “They’re okay,” he says with a chuckle. “Not great, but okay.”
Meanwhile, the e-mails have poured in from all over the country, lauding Caruso’s by-the-book style. One guy from Texas suggested Caruso run for Congress. TV and cable outlets want to put husband and wife on TV, but Caruso has declined to save his wife the exposure. (Good move, chief.)
The guy has guts, but Lodi knew that. As a lieutenant, Caruso lived through a federal investigation that cleared him of any wrongdoing in a raid on a massage parlor in 1998. And, as a patrolman early in his career, he wrestled a gun from a motorist.

Queens is getting rubbed the wrong way.
A single slice of northeast Queens is turning into an unlikely spa district, with increasingly elaborate massage parlors putting down stakes.
Two huge pampering parlors — Spa Castle and Fountain of Youth Health Spa — operate in the borough’s Community Board 7, and two more massive ones are in the works despite fears about traffic and unseemly activity.
There are at least 20 smaller massage-and-more parlors in Flushing that advertise their services on “happy ending” sex Web sites.
“Who are all these people going to these spas?” asked state Sen. Tony Avella (D-Queens), who has questioned the spa scourge.
Spa Castle, an 80,000-square-foot theme park, opened in 2007 despite howls from residents about traffic and its application for a liquor license.
