This week, New York City agreed to settle a civil suit in the shooting of Sean Bell – an unarmed 23-year-old man killed outside a strip club by police in 2006 — for $7 million. According to the New York Times story, the negotiations lasted days, and most of the money will go to Bell’s two children and another victim in the shooting, Joseph Guzman.
That the city settled is not surprising, and, in retrospect, it shouldn’t have been surprising when the officers were found not guilty in a criminal trial in 2008. A judge found the officers’ version of events more “credible,” which speaks to the assumptions and biases everyone brings into a courtroom — even judges. But one thing the Times story notes, and we should remember, is that the officers still face administrative charges. Though the results from an administrative trial are unlikely to be satisfying, they could reveal procedural errors that could be addressed by the department. (The shooting happened after an undercover operation in a strip club, and the investigation raised questions as to whether those officers had drunk alcohol and followed procedure in pursuing Bell outside the club.)

New York City has agreed to pay more than $7 million to settle a federal lawsuit filed by the family and two friends of Sean Bell, a 23-year-old black man who was fatally shot by the police in 2006 on what would have been his wedding day, reports the New York Times. The children whom Bell had with his fiancée, Nicole Paultre Bell, will receive $3.25 million, and two friends who were injured in the episode will get payments, Joseph Guzman getting $3 million, and Trent Benefield $900,000.
The case, whose settlement is among the largest involving the city’s police, set off a debate over the use of deadly force and prompted the city to change some of its policing procedures. Those include alcohol testing for officers in any shooting in which someone is injured, as well as improved firearms training. Zac Efron blows $2K on booze and lap dances in New York strip club
NEW YORK: Zac Efron and two of his pals were recently seen squandering more than 2,000 dollars on lap dancers and vodka at a top New York strip club.
The High School Musical star showed up at Flashdancers Gentlemen’s Club on Broadway on Sunday night and stayed until 3 am.
“Zac came in Sunday night around midnight with Corbin and one other male friend, who paid for everything,” The New York Post quoted an onlooker as saying.
“They ordered one bottle of Belvedere vodka and were enthralled with the dancers. They were interacting a lot with the girls and reaching out and showering money on them.
“The girls were all slim pretty brunettes, a bit like Zac’s girlfriend, Vanessa Hudgens. They were two Americans, called Shannon and Brandi, and a gorgeous Brazilian called Raquel,” the onlooker added.

ZAC EFRON had a racy time during a recent trip to New York – a newspaper in the city has alleged he enjoyed a night out at a strip club.
The 22-year-old actor, who was in the Big Apple to promote his new movie Charlie St. Cloud, is said to have spent Sunday evening (25Jul10) at the Flashdancers Gentlemen’s Club on Broadway with his former High School Musical co-star Corbin Bleu.
New York Post gossip column Page Six reports the pair sat in a VIP area and left in the early hours of Monday morning (27Jul10).
A source tells the publication, “Zac came in Sunday night around midnight with Corbin and one other male friend, who paid for everything. They were seated in the VIP lounge behind the main stage. There was only a rail between them and the girls who were dancing… Zac and the boys had a great time and left around 3am Monday morning.”

Bell, Benefield and Guzman were shot after an altercation with plain-clothes detectives occurred outside the nightclub, where Bell’s bachelor party was being held the night before he was due to get married. Bell sadly died at the scene, and his friends were left seriously wounded.
However, there have been varied accounts of what happened that night. Undercover officers – who were reportedly investigating the club because of allegations of prostitution – claimed they identified themselves as police, but witnesses and the wounded men say they never.

Accounts of the incident varied. Undercover officers, who were investigating the club regarding prostitution allegations, said they identified themselves as police, but witnesses and the wounded men said they did not. Police said they believed at least one of the men had a gun, but no gun was found. And one of the officers said the Bell, instead of obeying his command to stop, hit him with his vehicle.

Police are ordered to refrain from shackling prostitutes and leading them through the crowded streets

Gone are the days of shackling Chinese prostitutes and parading them around in public. So too are the Internet postings of sex workers’ mug shots and home addresses. The Ministry of Public Security has demanded a stop to the so-called “shame parades,” the New York Times reports, and called for the enforcement of laws in a ”rational, calm and civilized manner.”

Last October, the police in Henan Province took to the Internet, posting photographs of women suspected of being prostitutes. Other cities have been publishing the names and addresses of convicted sex workers and those of their clients. The most widely circulated images, taken this month in the southern city of Dongguan, included young women roped together and paraded barefoot through crowded city streets.

Family advocate and National Action Network president Al Sharpton, said he “respected and deferred” to the victims’ judgement in accepting the settlement.
“They must all provide for their families but this in no way mitigates or repairs the permanent damage done to them and the pain it has caused them forever nor does it diminish the outrage in the community,” said Sharpton.
Bell was killed outside a Jamaica, Queens bar on November 25. 2006 while leaving his bachelor party on what would have been his wedding day. The police shooting sparked a massive outcry across the nation, with civil-rights advocates leading protests and demanding convictions for the detectives who shot and killed Bell.
Bell, Guzman and Benefield were leaving the Club Kalua after the bachelor’s party when undercover cops investigating reports of prostitution at the club apparently misheard their conversation and thought one had a gun.
