But data provided by the national center to The New York Times indicates that the police often do not comply with this requirement. Lawmakers say a series of articles published in The Times in October about the increase in runaway children and teenagers involved in prostitution because of the recession, showing how many cases are not being properly tracked by police departments, has prompted much of the legislation.

The guidelines, which await final approval by the conference in July, would require teachers, social workers and others who work with children to report to the state child welfare agency any youth believed to be involved in prostitution, according to State Senator Renee Unterman of Georgia, a Republican who drafted the guidelines and is the chairwoman of the conference’s committee on human welfare.
The American Bar Association has also begun changing its policy guidelines so that it can lobby Congress for increased financing for tracking runaways and providing them with social services. Association leaders say they hope to urge Congress to pass a law preventing minors from being charged with a crime prostitution that they are too young to consent to.
Samson says the National Enquirer paid her $25,000 for the information she had about Woods and Uchitel and paid an unnamed girlfriend $10,000 to $15,000 to back up her story.
She decided to “tell the truth” to the newspaper, even though Woods offered her $200,000 to keep quiet about the affair.
The Las Vegas denizen provide the back story to her involvement in the scandal in a wide-ranging interview with the New York Daily News.
“I’m trying to get my f— life together and repair my reputation,” she told the newspaper. “It probably would have been better (to accept the $200,000) because what ended up happening was a big mess.”

Sampson said she was most damaged by Uchitel’s early denial of the affair and her vicious denunciation of her as a prostitute and a heavy drug user. Samson said she is neither.
A friend of one of Tiger Woods’ many alleged women/ mistresses/ non-wives / girlfriends — Ashley Samson, friend of Rachel Uchitel — has gone on record with the New York Daily News, telling the news outlet that she was indeed paid $25,000 by the National Enquirer for information about Tiger Woods’ adulterous affairs.
In light of the way Rachel Uchitel “trashed” Samson’s name in the wake of the National Enquirer story — calling her drug-addicted and the like — “[Ashley Samson] told the Daily News that she should have taken the $200,000 she says the Woods camp offered her to keep quiet.”
And yet, Samson tells the news website that she never was a drug user — and that she assumed Rachel Uchitel was some sort of “trust fund baby” when she allegedly invited Ashley to Spain on a trip that Ashley says turned out to be some sort of prostitution hook up with four men matched to the four girls on the trip, with Uchitel serving as a sort of madam, Ashley claims.

A company spokesman said AT&T will continue to sponsor the AT&T National PGA Tour golf tournament in July that benefits Woods’ charitable foundation, but its name will no longer be featured on Woods’ golf bag.
Tag Heuer also has stopped featuring Woods’ image in advertising, though they continue to support his charitable foundation. Proctor & Gamble had already decided not to run any more of Woods’ Gatorade ads before the Enquirer ran its first article exposing the golfer’s affair with New York party hostess Rachel Uchitel.
